A mediados de los años 90 del siglo XX se introdujeron en algunas partes del mundo los cultivos genéticamente modificados (transgénicos). Los cultivos transgénicos se caracterizan en que a su genoma le fueron insertadas secuencias recombinantes diseñadas en laboratorios de ingeniería genética con el objetivo de otorgarle a dichos cultivos rasgos agronómicos que previamente no tenían, tales como la tolerancia a herbicidas o la resistencia a insectos que potencialmente podían ser considerados plaga (cultivos Bt). El término cultivos Bt se refiere a los cultivos transgénicos que han sido modificados con un gen (o varios de ellos) provenientes de la bacteria Bacillus thuringiensis , que produce proteínas con actividad insecticida. Al ser insertados dichos genes en las plantas, éstas adquieren la capacidad de expresar las proteínas mencionadas. El objetivo de la creación de cultivos Bt es teóricamente reducir el uso de insecticidas químicos. Las toxinas de B. thuringiensis con las que se han modificado genéticamente algunos cultivos de interés económico incluyen proteínas paraesporales, conocidas como proteínas Cry; las cuales se han utilizado en el control de plagas de los géneros Lepidoptera, Coleoptera, Diptera, Hymenoptera, así como nemátodos. La toxina Cry1Ab es la más estudiada, sin embargo, se han utilizado hasta 21 genes codificantes de toxinas Bt para modificar genéticamente plantas y otorgarles el rasgo de resistencia a insectos. The project goal is therefore to support the establishment at the national level of a comprehensive and effective regulatory framework on biosafety in accordance with the Cartagena Protocol on Biosafety and to create technical capacity for the implementation and enforcement of the Protocol at the national level. Project objectives are to provide technical guidance and assistance for the implementation of the regulatory framework on biosafety at the national level, including the establishment of administrative systems and institutional arrangements, such as laboratories for LMO detection and human resource capacities. The GEF-funded alternative will enable the achievement of the project goal and objectives through the following three interlinked project components: (1) Development and operationalization of biosafety policy, regulatory and institutional framework; (2) Development of national capacity for the operationalization of biosafety measures in compliance with the Cartagena Protocol on Biosafety; and (3) Knowledge sharing process.
