When the contact person chooses to accept a "request a copy" they have the option of making the requested document Open Access by ticking a checkbox. The original thinking was that this would allow authors who were initially reluctant to make their work OA to change their minds as demand for the work became evident through the requests.
Now that there is much greater emphasis on compliance with publisher policies this option no longer seems like a good idea - what if the author breaks a mandatory publisher embargo?
I would suggest this feature is turned off by default and must be explicitly enabled via a plugin parameter.

Think I would prefer this to be disabled altogether - if the user has eprint/archive/edit perms they can easily make the change by other routes (ie. just edit the eprint directly).
