Racing Penalties Appeal Tribunal ('RPAT')

Why was RPAT created?

To maintain industry confidence in the enforcement of the various racing rules by providing the racing industry with an impartial judicial forum to hear appeals against penalties imposed in disciplinary proceedings arising from or in relation to the conduct of greyhound racing, horse racing and harness racing.

RPAT was formed by enactment of the WA Racing Penalties (Appeal) Act in 1990 which came into operation in 1991.

RPAT is responsible for hearing and determining appeals against penalties imposed in disciplinary proceedings arising from, or in relation to, the conduct of:

  • Greyhound racing
  • Horse racing
